Westmoreland County Community Development
The Community Development Division of the Department of Planning and Development strives to assist local elected officials, citizens, non-profit groups and developers in the planning and implementation of housing and community development projects. Utilizing Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grants (ESG) funds as well as other state and federal resources, the Division is charged with administering these grants to provide decent, safe and affordable housing, a suitable living environment and expanded economic opportunities, principally for persons of low and moderate income in Westmoreland County.

Westmoreland Development Council
Westmoreland County has combined the resources and expertise of private and public agencies by forming the Westmoreland Development Council to improve and coordinate economic development efforts in the county. Co-located in Greensburg adjacent to the county courthouse, this union of agencies is supported by an extensive network of affiliates and provides a single point of contact for planning and coordinating business needs.

Westmoreland County Industrial Development Corporation
Recognized as a leader in Pennsylvania for industrial park development, the Westmoreland County Industrial Development Corporation (WCIDC) is a non-profit corporation formed in October 1983 by the Westmoreland County Board of Commissioners. WCIDC is governed by a board of directors, which are the County Commissioners.

Westmoreland County Redevelopment Authority
The focus of the Redevelopment Authority of the County of Westmoreland (RACW) is on reenergizing the county’s core communities and enticing new business, residential, and recreational opportunities. By working closely with community leaders and volunteers, the RACW assists in community revitalization efforts and implements a multitude of programs that are designed and intended to remove blight and improve conditions for low-to-moderate income residents throughout Westmoreland County. Also, the RACW partners with local government and non-profit entities to implement impact projects in the county.
